I'm Brazilian and this dude doesn't say he has unlocked the iPhone 3G S, he just shows it works with the three competing carriers that sell the iPhone here in Brazil: Claro, Vivo and Tim. All three are official Apple partners and you can simply walk into one of their stores and buy your iPhone. Besides, there is a law here in Brazil that gives us the right to switch carriers whenever we feel like it, so our carriers unlock all phones (even the iPhone) so we are free to use them with any carrier we want... you just have to request it.

I watched this last week and I think it has nothing to do with unlocking the 3GS, just a comparison with the iPhone 3G, mind you I don't speak Portugese.
