How Cities Regulate Where You Can Leave a Dockless Scooter

A scooter lying across a curb ramp is the image that has cost shared micromobility more political goodwill than any crash statistic. Someone using a wheelchair hits that ramp, can't get up, and now the entire program is a nuisance in the eyes of everyone who watched.
Here's the part that gets left out: the person who parked it there often wasn't being careless. They ended the ride, the app said the ride ended fine, no warning appeared, and they walked away believing they'd done it right.
That gap — between what the app accepts and what a sidewalk actually needs — is where nearly every scooter parking rule comes from.
"Dockless" is a permit condition, not a physical fact
Dockless only means the vehicle doesn't need to lock into a fixed station. It has never meant park anywhere.
Shared scooters operate in the public right-of-way, which cities control. Almost universally, operators get access through a permit or license agreement rather than an open-market right to deploy. That agreement is a contract, and parking rules live in it: where devices may be left, how fast the operator must respond to complaints, how many devices they can deploy, and what happens when they don't comply.
The practical consequence is that scooter parking rules aren't really traffic law. They're procurement terms. And that's why they can change fast — a city can tighten parking requirements at permit renewal without passing a single new ordinance, and often does after a bad news cycle.
It also means the rules genuinely differ block to block, city to city, and season to season. Anyone who tells you the rule confidently, in general, is guessing.
The four tools cities actually use
Strip out the local variation and there are four levers, usually layered.

The written standards, boring as they are, do the most work. They typically require a minimum unobstructed pedestrian path, upright parking with the kickstand deployed, and clearance from curb ramps, transit stops, loading zones, fire hydrants, building entrances, and driveways. The furniture zone — the strip near the curb where signposts, trees, hydrants and bike racks already live — is the target location in most cities, because that's the part of the sidewalk that was never a walking path.
Notably, most cities do not ban parking on the sidewalk. They ban parking in the walking part of the sidewalk. That distinction is invisible to most riders and to most people complaining.
The named exclusions repeat across cities with striking consistency, because they all trace to the same handful of functional needs:

Geofencing is far less precise than everyone assumes
People treat geofencing as a solved problem — draw a shape on a map, devices obey. It isn't, and the reason is basic satellite positioning.
Consumer GNSS receivers on a phone or a scooter deck resolve position to something on the order of a few meters under open sky. In a downtown, that degrades: tall buildings block satellites and bounce signals, producing reflected-path errors that can put you across the street from where you're standing. This is the same effect that makes turn-by-turn navigation confidently announce you're on the parallel road.
Now consider what cities are trying to fence. The distinction between "in the furniture zone" and "blocking the ramp" is a couple of meters. The distinction between the sidewalk and the roadway is often less. A geofence can reliably tell you which block you're on. It cannot reliably tell you which part of the sidewalk you're on.
Which produces the two failure modes riders complain about constantly:
- False rejection. You're parked correctly in a legal spot, and the app won't end the ride because it thinks you're in the plaza next door. You walk in circles holding a scooter while the meter runs.
- False acceptance. You're parked terribly, and the app says thanks and ends the ride, because the software's only real question was whether your coordinates fell inside a polygon.
Operators compensate with map padding, dwell-time checks, and increasingly by trying to read the environment directly — camera-based systems that classify whether the device is on a sidewalk or in a bike lane, on-board sensors that detect whether it's upright or fallen. That approach is more promising than fencing, because it looks at the actual situation rather than a coordinate. It's also newer, unevenly deployed, and not something to count on.
If the app won't let you end a ride where you're clearly parked legally, that's an operator problem, not evidence you're breaking a rule. Take a photo of where the scooter is standing before you contest the charge.
Corrals: the boring thing that works
The single most effective parking intervention isn't software. It's paint and a bit of street space.
Corrals work for an unglamorous reason: they give the device an obviously correct home. Most bad parking isn't defiance, it's ambiguity. Someone arrives, sees no designated spot, and improvises — and improvisation on a crowded sidewalk goes badly. Put a marked box within sight of the destination and compliance climbs without any enforcement at all.
The catch is density. A corral network only works if corrals are close enough that using one isn't a detour. Sparse corrals plus a hard mandatory-parking rule is the worst combination available: riders end up walking blocks at the end of every trip, so they stop taking trips, or they leave devices just outside the zone in a cluster that's worse than what you started with.
The best places to put them are also the least controversial once people see them: the space right behind a corner, in the former on-street parking spot nearest an intersection. That area needs to stay clear for sight lines anyway. Trading one car space for a rack that holds a fistful of scooters is a straightforwardly good use of curb.
Who gets fined — you or the company?
Mostly the company. This is the structural fact riders misunderstand most.
Because parking obligations sit in the permit, the enforcement target is usually the operator. Cities issue notices when a device blocks the right-of-way, impound devices and charge retrieval fees, apply penalties for missed relocation deadlines, and — the sanction that actually changes corporate behavior — reduce an operator's allowed fleet size or decline to renew the permit. Losing deployment rights in a city is worth vastly more than any per-device fine.
That said, riders aren't immune. Operators pass costs through their own terms of service: fees for ending a ride outside an allowed area, charges for retrieval, account suspension for repeat violations. And obstructing a sidewalk can be an ordinance violation independent of the scooter program, which is between you and the city rather than the app.
Practically, the thing you'll actually feel is the app fee and the ride that won't end. Budget your attention accordingly.
The end-of-ride photo
Many operators now require a photo of the parked scooter before the ride closes. Some review those images, by human or by classifier, and warn or charge repeat offenders.
Two things to know. First, the photo is evidence in both directions — it's what you'll want if you're wrongly charged, so frame it wide enough to show the sidewalk and any ramp or hydrant nearby, not just the scooter. Second, a submitted photo isn't approval. Plenty of programs collect images and never look at most of them, which means the requirement changes rider behavior mainly by making people think for four seconds before walking off. That's not nothing. It's just not verification.
How to park so nobody has to move it
Forget the local ordinance for a second and use the test that satisfies almost every version of the rule:
- Could a wheelchair pass without leaving the sidewalk? If not, move it. This one question resolves the overwhelming majority of real complaints.
- Is it in the furniture zone, in line with existing street objects? Park it alongside the signposts and racks, parallel to the curb, not sticking out into the path.
- Is it clear of curb ramps, crosswalk approaches, transit stops, hydrants, doorways, and driveways? These are the named exclusions almost everywhere.
- Is it upright on its kickstand, on a hard surface? A scooter on soft ground or a slope becomes a fallen scooter within the hour, and then it's blocking something regardless of where you left it.
- Is there a corral in sight? Use it, even if the rule doesn't require it. It's the one spot no one will complain about.
Then check the app's map before you start the trip, not at the end of it — no-park and no-ride zones are the reason rides fail to close, and you'd rather know before you're standing on a plaza with a scooter and a running meter.
